Job Title: Quality Systems Manager


Summary:  The Quality Systems Manager is responsible for implementing and sustaining ISO 9001 and will act as the Management Representative for the Texarkana plant. Educates, consults, trains, and assists all managers with the assessment of the requirements for the QOS. Establishes, directs, and implements control programs as necessary to assess the effectiveness of production inspection to assure that materials and components are suitable for their intended use, and to assure that finished products comply with established company quality standards. Evaluate non‑conforming finished products and downgrades against acceptable quality levels in accordance with appropriate general specifications.  Establishes, directs, and implements programs as necessary to assure that actions with respect to the disposition and control of non‑conforming material and components are consistent with company procedures and with finished product quality and reliability standards; and that specified processing procedures and methods are being adhered to by all segments of the manufacturing operation.  Maintain objective evidence of all inspections, tests and their results in a manner that will permit assessment of product quality, facilitate corrective action, and provide material traceability to finished products.


In exercising their responsibilities the Quality Systems Manager shall have the authority to: (1) impound and restrict from use any material or component which does not fully conform to established specifications or which has been produced by a process which does not conform to established procedures...., specifications, or good commercial practices; (2) restrict from production any material component which cannot be made to conform to specification by use of proper material or by process adjustments; and (3) restrict from warehouse release any finished product which does not comply with quality standards.


Essential Duties and Responsibilities include the following.  Other duties may be assigned. 

  • Assimilate and maintain all documents which describe product processing and material requirements and quality standards.  Become thoroughly familiar with all such documents and assure that subordinates are completely aware of both meaning and intent of these documents.
  • Reviews over inspections and/or tests as necessary to assess effectiveness of production controls as they relate to material and/or tire components.
  • Reviews over inspection tests as necessary to evaluate effectiveness of finished product inspections and finished product conformance with quality standards.
  • Responsible for key Quality Performance metrics. Conducts meetings and initiates corrective actions as necessary to minimize scrap and rework, improve process and/or process controls and to enhance finished product quality
  • As necessary visually inspects all finished products found to be non‑conforming and indicate necessary repair actions and/or reclassify to appropriate quality level.
  • Reviews decisions regarding the disposition and control of non‑conforming material and components. 
  • Takes action to impound and restrict any non‑conforming material whose use might adversely affect finished product quality or reliability.  Establishes and implements a system for documentation of all action regarding the disposition of  ‑ non‑conforming material.
  • Initiates corrective actions as necessary to minimize scrap and rework, improve process and/or process controls and to enhance finished product quality.
  • Coordinates customer plant audits and inspections.  Reports to appropriate levels of Company management and initiates action required to resolve reported deficiencies.
  • Supervises and coordinates the work of the Quality Engineers in each production department in consultation with the Production Dept. Manager of each area.
  • Supervises and coordinates the work of a team on Quality Re-classifiers in the finishing department and ensure accurate dispositions.                          
  • Establishes and maintains a current record keeping system assessing product quality and permitting traceability of materials and components to finished products.
  • Stops production of material or components which consistently fail to meet specifications and which cannot be made to meet specification by proper selection of material and/or by processing adjustments.
  • Impounds, restricts and as necessary requires re‑inspection or re‑test of non‑conforming finished products prior to release into the Warehouse.
  • Keeps the Technical Service Manager and the Plant Manager fully informed of any and all matters which might adversely affect product quality or reliability.
  • Coordinates response to legal department inquiries for information requested during legal procedures against company.
  • Acts as the Texarkana Management Representative for the QOS portion of the Cooper Tire Business Management System (BMS).
  • Supervises the BMS document control system for the Texarkana plant.
  • Supervises the document retention and disposal system for the Texarkana plant.
  • Responsible for the BMS internal auditing systems and assists with the reviewing, implementation, and sustaining of all IACAR issued by the internal audit function.
  • Conducts Management Review of the BMS system on a quarterly or as needed basis.
  • Indirectly supervises surveillance and CTA sampling for Exhibit C.
  • Supervises the completion of calibration audits and assists with obtaining quick corrective actions on out of spec findings.
  • Assists with the communication of the Quality Policy on a plant wide basis.
  • Monitors customer satisfaction and reports to plant staff as necessary.
  • Acts as Quality liaison to external customers and Corporate Quality and respond to customer feedback with appropriate actions.
  • Establishes proactive approach to assist with continuous improvement in product quality and uses intuition to foresee and report potential quality issues.
